The college was inaugurated on Wednesday, August 4, 1999. It began classes on Thursday, August 5, 1999 with 36 higher secondary graduates in the freshman class. These young women come from 19 towns, villages and hamlets around Malsisar. Thus the college has immediately begun to meet the demand for higher education of women in this rural area which does not have an institution of higher learning within the 30 kilometer radius of Malsisar, let alone a women's college.
The college was founded by Dr. Surendra K. Kaushik, with the gracious and generous support of other members of the Malsisar Educational & Cultural Trust (MECT) and friends in the United States, in his hometown of Malsisar. The goal of the college is to give women of this farming area an opportunity for their human development, economic betterment of their families and simultaneous growth and development of the area through investment in education, infrastructure and industry.
The Malsisar Educational & Cultural Trust was created in the mid-1990s. It began funding educational and cultural activities. MECT created merit and need-based scholarships in the local higher secondary school and the girls’ middle school. It funded capital expenditures on books and magazines for the library and furniture for classrooms. MECT soon dared to think of fulfilling a hundred- year dream people of the area had for a college. Many groups had attempted to take steps over the decades without success. In 1997, MECT decided to pursue this goal. In January 1998, Dr. Kaushik met with the director of higher education and the education minister of Rajasthan, Shri Nawal Kishore Chaturvedy, and filed an application on behalf of MECT. There were follow-up meetings in April and June of 1998.
MECT was advised to form a society, under the Rajasthan Societies Act of 1958, which would operate the proposed college. Shivkaran Parvati Shikshan Sansthan (Shivkaran Parvati Educational Society) was registed for this purpose. In the meantime, Rajasthan had a new government in January 1999. Dr. Kaushik met with the new director and the new minister in January and March 1999. A no objection certificate to open the college was issued by the education minister of Rajasthan, Dr. Jitendra Singh, on April 12, 1999. The college immediately applied for affiliation with the University of Rajasthan. The university visitation team has recommended affiliation based on their inspection of the college on July 19, 1999.
The college is currently operating in rented space. The college applied for land for a new campus to the government of Rajasthan in April 1999. For this purpose, on August 3, 1999, thirty acres were allotted to the College by the revenue minister of Rajashan, Shrimati Kamla Beniwal. The land is being cleared, fenced-in and a tube well is being drilled during October-December 1999. Landscape and architectural drawings are being prepared to begin construction of a classroom and faculty office building in January 2000. A dormitory, a sports complex, a library, a computer laboratory, a theater and other facilities will follow to meet the needs of an estimated 500 students and 50 faculty and staff in the next four to five years.
Community support towards creation of a unique institution of higher learning is extremely important.
